Facts, allegations, and opinion
Documented facts are cited so a reader can open the source. Allegations, Inspector General findings, referrals, and opinion are labeled as such. An OIG review or a news story is not a finding of guilt. Horowitz’s conclusion about the opening decision is not a clearance of every later FISA error. A promised referral is not an indictment.
